The scale that resembles Breyer's the most is the Classic scale (1:12). Perhaps that's due to a bit of copycatting that occurred back in the '80s, but we'll leave that for another discussion.
The back height is much closer than in any of the other scales.
The largest scale GC produced was for their Sound 'n' Action line. These stallions were approximately the size of Breyer's "Traditionals" (1:9), but GC took them a step further and gave them moveable legs and a button to produce horsey sounds.
